Thanks for all the input.
In the past when I had a cable reversed or something, the drives would always
power up at least, so I kind of discounted this answer, but I unplugged
cables anyway so I could say I tried it. Guess what? The drives powered up.
I had used a new cable when I put the thing together. In fact it was the one
that came with the motherboard. But as soon as I switched the primary IDE
cable, both the hard drive and the CD rom began working fine. So the cable
was the issue. I had just never seen that symptom from a bad cable before.
