if you create another user on the system and log on as that user does it
work correctly?

if so, then the problem is in your $HOME directory and perhaps you can
simply (as root) mv your $HOME to $HOME.bak - cp -R /etc/skel $HOME;
chown YOUR_USER_NAME:YOUR_MAIN_GROUP -R $HOME and then log on as
yourself and you can copy back email, documents etc. from your backed up
stuff in $HOME.bak

Probably a lot easier than re-installing
