In addition to the other suggestions, note that sshd is now tied in with
TCP Wrappers, and uses the hosts.allow & hosts.deny file to control
access. What do your logs tell you (/var/log/messages)? Run tcpdump
from the console and see if the incoming connection is being dropped
(you should see the SYN, but no ACK), or being denied (you will see the
SYN, an ACK, and a FIN and maybe a couple others).
As root, do a netstat -an | grep LISTEN and see if you have anything
listening on port 22.
