I have VDSL and have not experienced that problem at all.

I did experience severe packet loss (5-13%) between me and the next
hop. Qwest ties the IP's to the MAC address of the NIC, so one of my
machines surfs with a clean connection, and the other sux big time with
massive packet loss. Same copper in the house, same fibre, different
router.

Try changing your MAC address, or replacing your NIC and see what
happens.
