I have seen this before, generally on leaflets and flyers. OO and SO do
fine on text, but when it comes to graphics, clipart and text boxes, the
size seems to change when converting from .doc to .sxw format. In my
experience, resizing the various boxes on the document manually fixes
the problem.
I don't blame OO for this, I blame M$ for their relentless use of
proprietary garbage in order to create just such problems.
