Use a dynamic DNS service. DynDNS.org is probably the most popular
no-cost service. If you have domain name, your domain name provider might
alreay have dynamic DNS support. Mine, easydns.com, has it already.

There are MANY programs you can run to automatically update you DNS
record. Look here:

Not in the above list is the one I use here:

http://www.gusnet.cx:8080/proj/ez-ipupdate/
