Sounds like a broken phone app update, or the data got corrupted somehow to
it. I've never seen that happen otherwise.

Might try some other apps that replace the dialer, I've seen some of the
phone screening apps that do that. Otherwise, again I'd suggest a wipe and
replace, something sounds fsck'd up/broken.

Sadly, this isn't as easy as with a rooted phone using something like
titanium backup, which alone is usually worth rooting a phone. These days
I don't root simply not to compromise what security there is, better or
worse as it is, and to ensure things like android pay work.
