Mike,
I use Scribus for this process. It is a little tricky, but works well.
You can't open a PDF with Scribus, you have to start a new document and
create a graphics frame, then import the pdf file into that graphics frame.
You can then add text boxes and type your text, and then export as a new
pdf. Once you get the hang of it, it goes pretty fast. If you have a
multi-page pdf, I think you have to convert it to separate pdf files - a
one liner with ghostscript.
