I use Scribus for this process. It is a little tricky, but works well.

You can't open a PDF with Scribus, you have to start a new document and create a graphics frame, then import the pdf file into that graphics frame. You can then add text boxes and type your text, and then export as a new pdf. Once you get the hang of it, it goes pretty fast. If you have a multi-page pdf, I think you have to convert it to separate pdf files - a one liner with ghostscript.

I frequently get forms I need to fill out in PDFs. I hat printing them to fill them out and then needing to scan  to email the form to the person that needs the said form. Is there like a program or website I can open a pdf in that will allow me to fill it out on my computer?
