I assume you mean the Ubuntu option of installing a LAMP stack as part
of the OS installation. If so, then I think the answer is 'no'.

The only packages I saw mentioned for this setup were Apache, MySQL, and
PHP.
But seriously, how hard is it to install phpMyAdmin if you're doing PHP
development anyway? ;)
