Also, these are dumb and obvious, but sometimes one overlooks the obvious...
If there is any other device on the IDE ribbon, check the jumper
settings both on it and on the new drive. Swap out the ribbon to make
sure the ribbon is not bad. Make sure the power supply is connected to
the new drive and that the ribbon is fully plugged in both at the new
drive and the motherboard.
