I don't know of any linux based tool that will repair a windows partition, but
I have used knoppix to read a corrupted partition that windows refused
to read. I have not tried to run repairs with knoppix, but I have been
able to get most
of the data off of drives that windows claimed was unreadable.

It's rather sad that Microsoft's tools that they wrote to work with a
filesystem that they designed often won't work at all and refuse to do
anything, where as just popping in a knoppix CD will allow you to
mount up a partition and at least get your data off of it.
