just a psychology thought...

DENY tends to piss people off and perhaps motivate them to an escalation
and let's face it, it isn't that hard to find another ip to use.

perhaps a specific redirect - to a local directory with speeches by
Abraham Lincoln or to Scotland Yard or ???
