"man synaptic" would provide the man page. "man://synaptic" or something
like that should work on konqueror, maybe other browsers as well. Doesn't
seem to in mozilla or galeon.
/usr/share/doc/<package_name>/ is another place to look. And, of course,
once you get a program up and running it might have inline help.
