I don't know the physics of it all, but when the government finally got
around to checking out if "55 Saves Lives" (ad campaign of 70's) they
found that when the national speed limit was mandated to 55 mph, the
highway death rate actually went up. When the 55 mph limit was
eliminated, the highway death rate went down.
