How about this. Have everyone in the office sign something like the
following:

Use of company computers for internet access is limited to work related
activities.

If allowed, non work related internet access will be limited to lunch or
other scheduled breaks.

If you're want to dowload something to take home, you must first get
permission from your supervisor or the IT department.

Under no circumstances shall company resources be used to download or
upload copyrighted data in violation of any applicable laws.

Under no circumstances shall company resources be used to download or
upload pornographic images, video, audio, text or pornography in any other
form.

No software shall be installed on a company computer unless it is approved
by the IT department.

File sharing software shall not be installed on company computers unless
approved by the IT department. File sharing software shall not be used
except in a manner approved by the IT department. In other words: if you
don't have permission to insall that program or share that file then don't
do it.


I'm sure I'm leaving a few things out, but you get the idea.
