That would be fine (but it excludes the also important /sbin).
Some Unix systems include a /rescue or /stand (for "standalone") directory
that contains essential general and system commands.
On some of my systems, all the tools under /bin and /sbin (around 70
commands) are also installed under /usr/bin and /usr/sbin.
Some other ideas are to never login as root and use root privileges
sparingly. Make sure you have good backups (and test and verify). Keep a
rescue floppy or CD available.
