In Win98 it's in the c:\<windows> directory. It's typically not there,
but you can roll your own. A sample is as follows:

# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should

If you're trying to block outgoing traffic, you can associate
undesirable dns names with the loopback address, and have a program such
as eDexter handle the request. It only traps requests to dns named sites
though, not direct ip address requests. I'm not sure if that is what
someone (not me) was talking about or not.
