Some sshd builds use TCP wrappers (libwrap) support -- so check your
/etc/hosts.allow (and maybe /etc/hosts.deny too).

Also check your /etc/ssh/sshd_config for the
ListenAddress. Maybe use "netstat -an | grep 22" to see.

Or check your packet filter rules.
