For the first question, you may be right about a client issue. However
since my Windows system is Win98, I don't have an FTP server running, so
I can't test it in that direction. I'll try a different FTP client to
see if there's a difference.

Haven't checked the ping times. I'll also try the standalone Linux boot
CD (I'll try Knoppix or Gnoppix).

Someone suggested mismatched MTU's. On the Windows system everything is
auto. Since I got the switch cheap, I was wondering if that could be the
issue...
