I went to the link, clicked it, and it downloaded several JAVA (not Javascript) applets -- about 2.5MB worth! Considering that
Microsoft has sworn off Java to the point that they don't even guarantee thet Java will run on their systems, I think it's difficult to
make a case that the FCC has limited themselves to anything even related to Microsoft. (In order to run Java applets on any MS system,
you need to download the JVM from somebody else, as MS doesn't even supply it any more AFAIK.)
