I went to the link, clicked it, and it downloaded several JAVA (not Javascript) applets -- about 2.5MB worth! Considering that Microsoft has sworn off Java to the point that they don't even guarantee thet Java will run on their systems, I think it's difficult to make a case that the FCC has limited themselves to anything even related to Microsoft.
