The point, like in the other city IS for people to get on the network.
Just like the net it still relies on the fact that those running boxes on
it know how to properly secure them and what not. Box security is only as
good as the administrator setting it up.
As for encyrption, just like hte other city, it would be pointless since
its a PUBLIC network. Would be more of a mess to pass around keys and
what not.
