Get a smart keyboard that lets you program macros (a gateway 2k anykey
keyboard, for instance...avail on an ebay near you).

xmodmap will lie about individual keys, but never whole strings of
them, afaik.

...because they are full apps and support the notion of key to
arbitrary function. Called 'bindings' in sawfish, fwiw.

Either convince your window manager to let you bind keys as you want
or investigate the merits of 'hotkeys' (I think) on freshmeat.net.
