kde certaily can do this! I don't know how I would live without all of my
hotkeys. In KDE1, get khotkeys, and for KDE2, look on the advanced tab of
kmenuedit. Both of thsoe will let you assign arbitrary keys to run
arbitrary programs. (for the kde2 version, the command must exist in your
menu somewhere, but that's easy enough)
