Is /home/user-name/Maildir/new the mailbox root for your local Dovecot
server, or the mailbox root for your email client, or something else?

For starters, I suggest you send yourself a test mail, with the date
and time in the subject, and see how far it gets. Does Dovecot ever see
it? Does whatever you're using to get mail from your webhost to your
Dovecot server see it? It sounds like you can directly see it with
webmail on your webhost, so I guess it got that far.
