No, any sip provider talks native ip, no cards or anything unless you
want a physical circuit like a pri. Bigger/ha type environments get
more complex with sip proxies and such, but again it's just software.
There's tons of hosted solutions out there, sip is quite vogue right now
with enterprises large and small adopting it. Should be able to do some
quick google searches to find what you're looking for. Qworst, Cox,
L3/Global Crossing, all the major players do, and there's tons of
upstarts that do on a much smaller basis.
You can spin up a virtual dedicated host to handle asterisk, or
dedicated if big enough. Some hosting providers even offer freepbx or
other canned distro installs, just pay for the server, call volume from
your sip provider, and bandwidth as necessary.
Make sure you secure it properly, you don't want someone finding loose
call forwarding rules and bending you over for LD/900 charges.
