php/mysql developers with photoshop knowledge?

Hi,
A friend of mine has a need for a php/mysql developer with photoshop
knowledge to work on a project.
Here's the details he gave me:

The project I am working on pulls data in from a scheduling and billing program the client is using. The data is displayed in a web calendar PHP component and an online invoicing application. I need a web person that is strong in PHP and understands database calls into MySQL. They also need to be able to slice Photoshop layers and get php modules like images slide show working and match the look and feel to our site. It they are in Phoenix great, but I will consider remote workers if they stay in touch and are available when I call.
