Everything starts with Government. Government contracts many times specify
the application to use for documentation and submission. Businesses small
to large conform to Government application specs specified in contracts and
in turn there is a trickle down effect to their subcontractors. The trickle
down effect is why application vendors such as Microsoft, Oracle and others
lobby so much and provide Government with highly discounted copies of their
applications. Large commercial application vendors understand the trickle
that governments can cause.
The trickle effect is why having open standards is a big deal. If there are
open standards, Corporate America has a choice between commercial and non
commercial application vendors that conform to the standard.
