Absolutely true.
This topic *does* come up frequently, and there are always positive
reports and horror stories on both sides. Enough so that it's obvious
there's no "right" answer to this question for every location.
To paraphrase myself from the last time this came up: Qwest and Cox BOTH
stink; it's a matter of who stinks LESS in YOUR location.
