This is true. However, if you arrange to meet someone in the channel to
hash out an issue, it doesn't matter if the others are idle since you
brought your own chat partner.

Joe explained why this does not work for him in this case, and that is
fine. I'm just trying to encourage people to use the IRC more often so it
will be less idle. It is an excellent resource that is highly underused
by the group.

Absolutely! I solved a VPN issue with help from the #ipcop channel this
last week. IRC is a great way to get and give help.
