I have an iRiver IHP-120 that works with Linux and has both line and mic inputs. I picked it up off of eBay for just over a hundred bucks.

I believe the model he got only records/plays wav and mp3 and was under
$100.
To get ogg and flac support you probably have to move to the $400 range
and install the ogg and flac support after purchasing the device :(. On
the plus side that device is likely running Linux :).
