I use RCS on my config files. Similar to using CVS or SVN, except it's
inline as I create RCS directories where the files are and the versioning
file goes into the RCS dir.

Also, maybe consider SVN rather than CVS.

You will likely need a script that audits /etc/ looking for changes that
haven't been checked in.
