As one who maintains content on the PLUG website and another website
without a CMS, I would say that having a CMS is better than not. It is so
much easier to add and update content from a CMS interface vs. editing
HTML or other markup, uploading via FTP, etc.
Arguing over which CMS is overkill can be a good discussion but I would
say that NO CMS is not a good option.
