seems to me that the gateway device should be eth0.
it would be easier if you gave us the output of...
route -n
ifconfig -a
cat /etc/sysconfig/network-scripts/ifcfg-eth0
cat /etc/sysconfig/network-scripts/ifcfg-eth1
cat /etc/sysconfig/network
also, to act as a router, your probably need to do some things like...
echo "1" > /proc/sys/net/ipv4/ip_forward
