Does chkconfig work for all/most RPM-based distros? I'd think it doesn't
for SuSE, but maybe YaST just calls chkconfig ( which would be the most
likely correct behavior IMO ).

Yes it is :).

Use the available tools such as update-rc.d, chkconfig and YaST.

There's also webmin which was mentioned somewhere in this thread.
