Imagemagik is the standard response. I use BINS
(http://bins.sautret.org/) to do a batch resize/rename and to also
generate the HTML via template.

gThumb is beautiful for this. It does a good job. It will also export
to HTML if that's what you're looking for. It is probably installed
with Fedora, it will also import photos from most digital cameras.
