In that case, it would be great if Cox pulled the plug and let the user know
they have a 'problem' and give them a chance to fix it before bringing them
back on line. Charging the user a 'nominal' fee for the trouble of having to
inform the user and tweaking the account sounds reasonable too.

Not helpless, patch the box or pay someone else to, or turn it off. (Perhaps
helpless to fight off the RIAA once they have come knocking tho.)

People should be held accountable for the traffic that they create. Ignorance
is not a 'total' excuse.
