monitor "out of scan range"

I just purchased a new Sony 19" flat panel and when I connected it to
my two current Linux systems that are wired through an electronic switch,
without making any other changes, it works fine on one system,
but not on the other.

My newest system (with which the new monitor works) has Mepis Linux
and Xandros Linux loaded (I am going to install Mandrake 10.1 Official next)
and the new monitor works fine with both Mepix and Xandros without doing
anything except plug in the new monitor. Didn't even have to reboot.

My other system has Mandrake 8.1 and when I switch to it, it displays
the following message on the default F7 terminal.

    Out of scan range 
    80.x kHz / 100 hz 

I can switch to any of the F1-F6 terminals and the monitor works fine
in console mode, but it just won't work in the KDE gui mode.

What does this "out of scan range" message mean and what can
I do to get the monitor to work on the Mandrake 8.1 KDE system?

When I looked through the various Mandrake 8.1 KDE system control
and configuration options, I came across something called SysV-Init Editor
which makes reference to 'suid' and 'sgid' but I don't know if any of these
things have anything to do with setting whatever "scan range" I need.

Both systems have the same video cards - S3 Inc 86C368 Trio3D/2X
