Mike,
First type ps -aux or top in a terminal to see if the cups daemon is
running. You should see something like /usr/sbin/cupsd. If cups isn't
running you need to start it. Check the startup scripts for your distro
since you'll most likely want cups running on bootup.
Once cups is running than you can adminster it at localhost:631
