I think you need to be very explicit here about what you mean by
"applications" and "client" but if I understand you correctly, you are
correct.

The CVS server the server. There are not "many different" CVS servers,
just different versions of the same server program. Use the latest stable
CVS release for your production server on Linux.

As for the client side, there are "many different [client] applications"
to choose from, both on Linux or MS. Many IDEs have the interface to a
CVS server built into them. For ease of support and consistent behavior,
we picked one client for everyone to use, regardless of the IDE or tool
being used to produce the code.

But, again, the server is one and the same regardless of the client
