That sounds like a couple of issues:
1) insufficient description of the mailing list before and after
subscribing, e.g. the web page about the list and the welcome message.
2) people on the list posting in a non-welcoming manner.
Please feel free to make wording suggestions to solve #1. :)
For #2, that's a risk of any open forum. It's also something best regulated
by the members of the list, I think.

We can start a newbies mailing list. We have several mailing lists. Discuss
is the only one that gets traffic. Once in a while there are blips of neural
activity on devel, but the others get no traffic.
