This is controlled by the NT profile. You can set it to copy Temporary Files or
not. Unfortunately, this is one of those apps that gets caught by this issue.

Depends on the overall system. What if users aren't all fetching mail from the
same remote server? E.g. a system in a house where each person might have a
different email account (or even multiple accounts).
