I believe there is only one way: by using a registrar in violation of
their ICANN Registrar Accreditation Agreement.

3.3, Public Access to Data on Registered Names. In the prior version of
the agreement,
http://www.icann.org/registrars/ra-agreement-10nov99.htm, it is Section
II F. Those are the only current agreements for .com, .net, and .org
registrars.
If ICANN gets complaints, that registrar will be, IMHO, on thin ice.
