Mostly because there are still many modules that don't work with Apache
2.0, including PHP. (It's my understanding that CGI mode is okay, but
mod_php is not.) For example, there's a big warning at the top of this
page in the PHP manual:

that one of the main reasons was that the module API and/or ABI was not
offically stabilized until recently, around 2.0.45, which contributed to
many module authors not bothering to update their modules for 2.0 until
the shake-out period was over.
