I can't say I've ever heard of a free NFS client for Windows. I know
somebody created a java implementation of an NFS server than can run on
Windows (albeit, very slowly).. but I don't think it went the other
way.

NFS clients for Windows look moderately priced (under $100 for
'personal' licenses) so that may be the way you'll have to go (assuming
you can't convince your Windows users that smb via samba isn't the way
to go).
