Mine never changes either (1+ years), neither has my brothers (2+
years).
I think it has something to do with location (I've heard other cox users
have their addresses change). I'm near 19th Av & Bell (Phx), my brother
is near 43rd Av & Happy Valley (also Phx).
You can always place a redirect page as the index of your cox members
web space. That way if your IP ever does change, its just a quick edit
of your redirect.
