The password the user is trying to set is not following passwd's
guidelines. From the man page:
The user is then prompted for a
replacement password. This password
is tested for complexity. As a gen-
eral guideline, passwords should con-
sist of 6 to 8 characters including
one or more from each of following
sets:
=20
Lower case alphabetics
=20
Upper case alphabetics
=20
Digits 0 thru 9
=20
Punctuation marks
=20
Care must be taken not to include the
system default erase or kill charac-
ters. passwd will reject any pass-
word which is not suitably complex.
root can/does get supreme control over passwords, of course, and that's
why he can set any password, regardless of "complexity".
BTW, Samba uses passwd, i believe, to change a user's password or if
not, at least its error checking.
