Depends on the distribution you're following.

Stable gets a bunch of stuff at one time as the release manager dictates.
This doesn't happen very often. Security updates trickle in as holes are
found and fixed.

Testing gets haphazardly updated as things float in from unstable.

Unstable gets haphazardly ( and in my opinion hazardly ) updated as package
maintainers drop in new versions of packages.
