I am currently experimenting with LTSP (using the k12ltsp.org isos) for
a tax office. The essential Windows apps are the tax software,
accounting package, and (because I was told "the browser wars are over")
IE for one site that refuses to allow any other browser to connect and
is an integral part of my business. My solution is k12ltsp -> VMWare
->2k. I believe that VMWare licenses can end up costing you as much as
totally staying with Windows at 299/ea for the download version plus
your Win licensing.
If you are going to use 98 or NT4 then win4lin http://www.netraverse.com
could be your solution. Unfortunately, last time I checked with them,
they weren't planning to move forward with development into the NT/2k
series so will either become a vanishing product or they will decide to
develop for >9x. Their pricing at ~145 was attractive, but it was too
limited for my needs.

Windows Terminal Services still requires CALs. So not only do you have
to purchase a Windows Server and workstation/PCs then you have to
purchase Terminal Services- yuck.
